Mass Surveillance Teach-In with Grassroots Leadership

Hear perspectives from community organizers, tech and legal experts, and impacted community members on the dangers of ALPRs and how we can come together to protect our community from mass surveillance.

Automated License Plate Readers (ALPRs) are devices attached to cop cars or light poles and collect tons of data about all of us without our consent. This data is controlled by private AI companies and puts all of us at risk for surveillance.

Learn more about ALPRs on the NO ALPRS website or our page /ALPR. Mke sure to RSVP for the zoom link, and see you then!

READ FOR DEMOCRACY is our pro-democracy book club! We read a new book every month, then take coordinated action to defend democracy ✊

In October we’re reading: Cultish: The Language of Fanaticism by Amanda Montell

A very digestible read, it equips us with tools to recognize “the set of linguistic tricks cult leaders use to coerce and manipulate members.”

This couldn’t be more relevant or more valuable knowledge in today’s America!

In Austin? Join the HOCTX book club meet-up on Sunday, October 26 from 1 - 3 PM at the Austin Public Library Ruiz Branch

“Democracy In Focus” Resistance Art Show

“Democracy In Focus” Resistance Art Show

Don't miss our “Democracy In Focus” resistance art show during Austin Studio Tour, the iconic annual Austin art festival.

Our show features the photographers and videographers who have been capturing the energy and humanity of the protests happening in the beating heart of Texas since inauguration. Experience resistance through the lens of the visual artists of HOCTX, and take home a piece of the fight.

Meet the artists + enjoy all the shows happening in the new “Austin Art" building!

Gallery Showtimes: November 8, 9, 15, 16 from 12pm – 6pm each day

Fundraiser: Art sales benefit HOCTX’s resistance work and the artists themselves through profit-sharing.

Meet our photographers and videographers:

Zach Perkins is a veteran, a photographer and a staunch anti-fascist. Using the skills he learned as a combat cameraman, Zach now employs those skills against the government that trained him. No kings in America and no boring photos from Zach Perkins.

Dane Hurt is an activist and videographer who was radicalized at the Occupy Wall Street protests in 2011 when he was going to art school in NYC. Since then, he has tried to use his lens as a force for good to amplify anti-fascist voices in his community. He hopes to become a feature film writer/director.

Jacob Weber is an event photographer with more than a decade of experience in the field. To him, there is no more important, no more urgent series of events to document than this country’s descent into fascism, and the actions of everyday people who rise to resist it.

Raising awareness is an important tool in community building and a camera is a great way to amplify stories that need to be heard. It’s time we all use the skills we’ve gained to build a future that’s worthwhile.

Betsy Woldman is an Austin-based documentary photographer who has spent over a decade documenting Texas protests and local politics. An award-winning visual storyteller with over 20 honors in photography and innovation, she uses her camera to capture collective action and the fight for social change.

After 16 years as a photographer and videographer for the City of Austin, she now works full-time on projects that explore social justice, cultural identity, and community life.

(postponed) Testify Against Item 32 (ATX City Council)

  • Austin City Hall (virtual option OK!) (map)
  • Google Calendar ICS

Update 9/6: Postponed because the item is officially pulled from the agenda! (Good News) Please send emails and make phone calls to KEEP IT OFF future agendas (see below)

Join us at Austin City Hall on Thursday, September 11 to testify against Item 32 on the agenda!

This is our last chance to stop the city from spending $250k (during a budget crisis) on NOT housing the homeless.

Item 32 would spend $250k (in the middle of a budget crisis) to give Austin-based ai company Valkyrie Intelligence access to a *tremendous amount of very personal data* about Austinites without their consent, ultimately aiming at building a predictive AI modeling tool used to anticipate who in Austin may become homeless in the future.

We call on Austin City Council to, in a budget crisis, prioritize our neighbors already sleeping on the streets.

Sign up to testify virtually or in-person starting on Monday, 9/8 at 10 am here.

The Austin Council Meeting starts at 10 am. The last chance to sign up is 9:10 am the day of the meeting at the kiosk at Austin City Hall.

PARKING: Parking is free under city hall if you get validation! Get your ticket validated at the front desk.

> If you need language interpretation services at City Hall, including American Sign Language, you must email your request to City.Clerk@austintexas.gov 48 hours in advance of the meeting.

> Not sure who represents you? Find your Austin City Council Member here: https://maps.austintexas.gov/GIS/CouncilDistrictMap/

Whether or not you can make it on Thursday to testify, please send an email to all the decision makers! It's as easy as BCC - full list of emails and talking points. Emails and phone calls got this pulled off the agenda last week - this stuff works!!

More info about Item 32:

The predictive model being suggested is emulating Los Angeles’s prevention program, the results of which will not be available until 2027. Los Angeles is working with California Policy Lab, a nonprofit housed at UC, who are public about their values and expertise in privacy protecting data-sharing and focused on supporting local governments with progressive programs.

Austin is proposing to give our sensitive data to Valkyrie Intelligence, a company with deep ties to the military industrial complex, who has never had a contract with a municipality before. Their privacy policy explicitly acknowledges that they may disclose personal information to public authorities for national security or law enforcement purposes. Their sister product Andromeda comes out of the CEO's work with U.S defense/intelligence agencies, alongside other corporations like Palantir.

Turning over sensitive data records without our consent and integrating them into a large database of personal profiles (LA's model relies on ER visits, crisis care, substance use, arrests, other individual records) handled by a for-profit corporation is irresponsible and violates our individual privacy rights. To be clear: This is not an opt-in program, this data would be collected and profiled without the consent of our residents.

HOCTX wonders why the city can’t just use $250k to pay for housing for our folks already sleeping on the streets.

To be clear, Item 32 is not the contract that would build and deploy the database, this is a contract to do a research project to see if we want to build the database. Actually building the database would be much more expensive contract signed in the future.

Important note: If we can stop Item 32 now, we save ourselves all this money, and we can prevent the future contract that would spend $$$$ to build an ai-assisted mass surveillance database.

More info about Valkyrie Intelligence: Valkyrie claims the data they collect doesn’t feed into their own systems, but the company has a troubling lack of expertise in their privacy policies. Their website states that Valkyrie “complies with the EU-US Privacy Shield Framework,” a defunct policy that was invalidated in 2020. They also claim they rely on a federal security standard, NIST standard 800171 revision 2, however the NIST standard doesn’t cover most of the data at issue and is more related to security protocols than privacy policies.

Find out more here.

>>> Still want to help? Send a BCC email with your thoughts to the following decision makers:

Include in the subject line: Item 32 on 9/11

Need help with what to say? Speak from the heart! Personal messages, even short ones, make a much bigger impact then pre-written mass emails and petitions.

Feel free to tell them:

You do not consent to your data being used to anticipate whether you may become homeless in the future

You would prefer they spend the $250k on directly housing the homeless Austinities we already know about

You do not want to give taxpayer money to an ai tech company with ties to the military industrial complex

Even if they came up with a shared privacy agreement with the vendor, the vendor cannot totally guarantee that our highly sensitive data will never be leaked or hacked by bad actors

Maybe they should just open up a google form for Austinities to request aid with their rent, if they are worried about possibly-future-homeless Austinities

We could just wait until 2027 to see how successful the Los Angeles model is before we pour money into a research project to not actually solve a problem

We're in the middle of a budget crisis and the city is trying to raise our taxes

We already have done research projects on the causes of homelessness yet we don't have adequate services for those who are already unhoused.

The city has services to support Austinities that people just don't know about. Let's focus on education about the services we already have

Stop the Cruelty: Put ICE on Ice

Join our coalition partner Indivisible 1431 for a rally on August 30!

WHAT: Rally to build awareness of federal mistreatment of residents, with actionable items: “Stop the Cruelty: Put ICE on Ice”

The event will focus on the horrors being unleashed on Central Texas communities and families in roundup of peaceful, law-abiding neighbors, and the solutions available to the rest of us.

The rally will feature immigrations advocates, and local leaders.

We plan to urge attendees to sign our PETITION that local jurisdictions pass RESOLUTIONS affirming residents’ rights to humane treatment.

WHERE: Koughan Water Tower Park, 200 Round Rock Ave, Round Rock, Texas (FDR’s fingerprints: The water tower was built by WPA circa 1935)

WHEN: 10 am-noon Saturday, August 30

Thank you for your support in opposing the enemies of democracy. Your donation is greatly appreciated, and will help defray expenses, including sound systems, water / ice / refreshments, printing/graphics, permitting fees, venue rental, portapotties, charter busses, security, electrical power, and more. (Not all these items, of course, are always required )

You can donate safely here: https://secure.actblue.com/donate/indivisible1431

Thanks for your help!

RESOLUTION:

Indivisible 1431 is urging local jurisdictions to adopt humane-treatment resolutions, like those passed by the City of Austin, and Hays and Travis Counties. These resolutions affirm that all residents have a right to be treated like human beings, regardless of immigration status.

Link to generic model RESOLUTION: https://drive.google.com/file/d/1QbW7uqSMJrIpx70gPLOOvjgUVrMHDPdM/view?usp=sharing

Our goal is to persuade Williamson County and the cities along and around the FM 1431 corridor to pass similar resolutions.

PETITION:

For our proposals to have impact before the governing bodies, we need the community behind us. To show the people’s representatives that their constituents care, we have launched a petition drive for the resolution. We hope the rally will provide synergy that will drive petition signatures and awareness.

Join us in fighting the unconstitutional, racist gerrymandered maps being pushed through the TX Legislature against the will of Texans.

Join us in fighting the unconstitutional, racist gerrymandered maps being pushed through the TX Legislature against the will of Texans.

The mid-decade redistricting map passed the Texas House Wednesday, August 20 without giving Texans the constitutionally-required right to give our opinions through public testimony. BUT - we can still make our voices heard!

CALL: Make phone calls to Senators Zaffirini and Juan Hinojosa - tell them to break quorum to defend Texas!

Judith Zaffirini 512-463-0121 (office visits room 1E.13) Juan "Chuy" Hinojosa 512-463-0120 (office visits room 3E.6)

Feel free to visit their offices if you want to talk to their staffers....

WRITE: Send opinions about the maps as testimony to Senator Sarah Eckhardt so she can read it on the Senate floor on Friday, August 22 during her filibuster.

(Feel free to use previous testimony - these news maps have slightly different districts than what you testified about within the past few weeks, but not much different)

(No cuss words, stay on topic or it cannot be read on the floor)

Email long-winded & eloquent testimony to: tinyurl.com/eckhardtfilibuster

Stay tuned for more HOCTX efforts to ride the chaos of redistricting this close to the midterms.

Rapid Response: TX Capitol

Join HOCTX, Austin Justice Coalition, Move Texas Civic Fund, League of Women Voters Austin, 50501 Austin, and local Indivisible groups to protest the absurd and dangerous deployment of DPS to control the movements of our elected representatives and the detainment of Rep Nicole Collier inside House Chambers.

“I refuse to sign away my dignity as a duly elected representative just so Republicans can control my movements and monitor me with police escorts,” Collier stated in a news release.

WHEN: From 7 - 9:30 PM on Tuesday, August 19

WHERE: 3rd floor of the Texas State Capitol building, outside the House Chamber

WHAT: Rapid Response Protest

This is a rapidly evolving situation, stay tuned for updates from the HOCTX Instagram account.

“My constituents sent me to Austin to protect their voices and rights,” Rep Nicole Collier said to media yesterday. “When I press that button to vote, I know these maps will harm my constituents—I won’t just go along quietly with their intimidation or their discrimination.”

This is a nonviolent protest and solidarity action. HOCTX focuses on using our first amendment constitutional rights and doing our “civic duty” through civic participation. We are wrapping at 9:30 PM so that everyone can safely exit Capitol grounds before the building closes at 10 PM.

KEEP IN MIND: To attend you will be passing through Capitol Security checkpoint metal detectors. Eating and drinking in the rotunda or hallways is OKAY! Eating and drinking inside Committee rooms and the Senate or House chambers or galleries is not allowed by DPS. Soliciting or taking donations on TX Capitol grounds is not allowed by DPS. See a full list of prohibited items.

TRANSPORTATION & PARKING: CAPMETRO bus lines 1, 10, 103, 20, and 3 drop off near the Capitol but buses may stop running before the end of the protest. Plan your trip ahead of time. Please park at the Capitol Visitors Parking Garage (free for the first 2 hours), or park on the street in the neighborhoods west of the TX Capitol using the Park ATX app with discount codes: FREE15ATX1, FREE15ATX2

HOCTX denounces all violations of the constitution and the erosion of our legislative norms regardless of the individuals participating or perpetuating. We expect all elected representatives, local, state, and federal employees and law enforcement who take an oath to the constitution to obey their oath and defend the tenants of our representative democracy.

This is a highly nuanced moment, where different elected officials in Texas are illustrating how committed they are to their oaths and to the tenants of our democracy - ranging from fully fascist to fully engaged in the civil rights moment of our era.

HOCTX decries these attempts to pass unconstitutional, racist redistricting maps that seek to disenfranchise the voting power of Black and Hispanic communities in Texas.

HOCTX protests the decision by quorum-breaking House Representatives to re-enter Texas and give the House a quorum to pass this and other civil rights rollbacks. And we stand with Rep Collier and representatives who have not re-entered Texas.

We call on all Texas elected representatives to do everything in their power to stop this unconstitutional attempt to disenfranchise, silence, and erase the voices and votes of Texans.

Media disclaimer: There will be media and photos/videos of this event taken and shared on the internet, feel free to wear a mask for wellness or privacy reasons, and feel free to take your own photos and videos! Tag us: @handsoffcentraltx #handsofftx #handsoffcentraltx

Languages Disclaimer: ASL interpretation will not be guaranteed at this event. Language interpretation for languages other than English will not be guaranteed at this event.

Nonviolent Protest Disclaimer: Nobody from our organization will be provocative and we are not planning civil disobedience. We are utilizing our First Amendment right to protest and our right to lobby our representative government.

By attending our events, you are implicitly agreeing that while you attend our event, you will respect the laws and constitution of the United States and State of Texas and not create or contribute to a safety issue or lawlessness for our attendees and neighbors. We protect our community and defend democracy - we do not put people at risk or threaten violence.

Social Security Birthday Party

Please join TARA (Texas Alliance for Retired Americans) and the HOCTX coalition for a Social Security Birthday Party featuring a performance by the Raging Grannies and BIRTHDAY CAKE!

Join TARA Austin and the Raging Grannies to CELEBRATE Social Security’s 90th birthday and DEFEND Social Security for current and future generations.

For nearly a century Social Security has been the foundation of retirement security for generations of Americans, paying benefits in full and on time every single month. Now our earned retirement benefits are under attack. Thousands of workers who make Social Security function have been fired and offices across the country have been closed.

Now, the billionaire Treasury Secretary has revealed a “back door” plan to privatize Social Security. And it is no coincidence that Abbott is currently trying to add 5 more GOP House seats by drawing gerrymandered maps before the 2026 elections. He knows the American people will not allow Social Security to be privatized in a fair election and that they don’t support his cuts to Medicaid, Medicare and food assistance.

Join us Friday, August 15 at 3:00 pm in front of the Capitol at 11th & Congress. We’ll have signs and party treats. You bring your resolve to defend Social Security, Medicaid, Medicare, food assistance ... and fair elections. This fight is far from over.

Just a few speakers, music and cake! There will be direct action to take at the event…

Sign up for a comprehensive training to get YOU ready to tell Travis County NOT to extend Tesla Gigafactory property tax rebates while the factory pollutes our communities and breaks it’s promises!

Also: Sign the petition.

A man died last year of electrocution and OSHA fined them a mere $50k, pocket change for a trillion-dollar company. They also recently dumped 9k gallons of untreated wastewater and made Austin Water responsible for their waste (AKA City of Austin budget). Read more about the issue.

No Other Land Movie Screening

No Other Land Movie Screening

Join our coalition partners Indivisible 1421 for a movie screening of No Other Land, an Oscar winner about the horrors being inflicted by the Israeli military on the West Bank.

For half a decade, a Palestinian activist filmed his community being destroyed by Israel’s occupation.

“No Other Land” details purposeful destruction of Palestinian communities by Israeli military.

Proceeds from one-time screening of film will be donated to Middle East Children’s Alliance.

Indivisible 1431 is sponsoring a one-time screening of the Academy Award-winning documentary “No Other Land,” the story of the erasure of the Masafer Yatta communities of the West Bank of Palestine. The communities are closer to Jerusalem than Houston is to Austin.

In parallel with the horrid events depicted in the movie, starvation is spreading across Palestine, and the suffering families need us.

Our goal is to donate 100% of ticket proceeds for this showing of No Other Land directly to humanitarian aid. The one-time screening is a 10 am Saturday, August 9, at Lake Creek 7 cinema (13729 Research Blvd, Austin, TX 78750). Tickets can be purchased ahead of time and are also $10 at the door.

To achieve our goal, we need your help to defray screening costs. Your contribution—$10, $20, or any amount—will go toward the screening venue and promotional expenses. Every dollar we raise for those costs allows us to send more aid where it’s needed most.

PLEASE DONATE HERE AND THANK YOU!

The selected charity is Middle Eastern Children's Alliance MECA a nonprofit humanitarian aid organization based in Berkeley, California. MECA supports children and families in Palestine, Iraq and Lebanon.

“No Other Land,” the product of a Palestinian-Israeli collective, shows the destruction of the occupied West Bank's Masafer Yatta by Israeli soldiers. It also shows the development of an alliance between Palestinian activist Basel Adra and Israeli journalist Yuval Abraham.

Texas Makes Good Trouble

Texas Makes Good Trouble

Good Trouble Lives On is a national day of nonviolent action to respond to the attacks posed on our civil and human rights by the Trump administration and to remind them that in America, the power lies with the people.

From felony disenfranchisement to voter suppression bills like the SAVE Act, anti-democracy forces are working overtime to silence our voices. We can’t wait. We need Good Trouble now!

On July 17th, the anniversary of Rep. John Lewis’ passing, we’re mobilizing across the country to demand that Congress protect our rights and ensure free and fair elections for all.

Join us for a national day of peaceful protest honoring the legacy of Congressman John Lewis.

We have an incredible lineup of speakers and organizations to hear from on Thursday, including:

Greg Cesar (Congress), Sheryl Cole (TX House Rep D-46), Jose Velasquez (City of Austin Council Member for D-3), Yasmine Smith (Austin Area Urban League), Zell Miller III (Austin Hall of Fame artist and Austin’s very own Poet Laureate), Alexandria Anderson, Susana Carranza (League of Women Voters), Eric Byrd (Black Professional Alliance), Maggie Luna (TX Harm Reduction alliance), Andrew Hairston (Civil Rights Attorney), Kevin Roberts (Youth Voice), Selene Xie (Asians Texas for Justice), George Morales (Travis County P-4 Constable), Kevin Jackson Jr. (Del Valle ISD), Dr. Wayne Williams (Next Level Educations Consulting), Angel Carroll, Ben Suddaby (AFSCME), Grace Brooks (PPTX Votes), Chanel Jones (Lioness Justice Impacted Woman’s Alliance), Chas Moore (Austin Justice Coalition), Bill Wallace (Tomorrow’s Promise Foundation), Christina Delgado (Community Justice), Honorable Denise Hernandez (Travis County C-6 Judge), Roberto Lopez (Texas Civil Rights Project) AND MORE

We’re sending a clear message:

In the United States, the power lies in the hands of the people. We demand an end to:

  • The extreme crackdown on our civil rights, from our right to vote to our right to protest and free speech..

  • The attacks on black and brown Americans, immigrants, trans people, and other communities.

  • The slashing of programs that working people rely on, including Medicaid, SNAP, and Social Security.

Languages Disclaimer: Language interpretation for languages other than English will not be guaranteed at this event. ASL volunteers are scheduled to attend and will be translating for the speakers.
